Solving the problem of Hezbollah’s arms is not a condition for holding the National Dialogue conference. It is rather a condition for not establishing a State in all its constituents. Limiting the National Dialogue’s agenda to the arms’ issue is not a way of raising the negotiations’ roof for a category on the expense of another. It is rather a logical presupposition; how can anyone negotiate any State-related matter, if there was no State to begin with?
